The European Commission have recently made a proposal that e cigarettes that contain four milligrams or more of nicotine must be classed as medicinal products but an EU parliamentary committee came out with a decision to classify all e cigarettes as pharmaceuticals, regardless of the nicotine content. They believe that classifying electronic cigarettes as medicines would compel the brands to undergo a costly and protracted authorization process before delivering it to users. Hence, only tested products would be allowed to advertise as TV commercials. This decision, as a result, has left electric cigarette users in a state of confusion as they believe that the battery operated devices were the ones that helped them to kick the habit of smoking.

The FDA is still working on regulations but warns on its website that e-cigarette safety has not been studied and that it is unknown whether the high-tech smoke lures young people to tobacco.
